I do not want separate payments I want to pay one time full amount! Why is there 4 vouchers?

I want to make ONE payment of the FULL amount owed to IRS

Those are NOT to pay your tax due.  Those are 4 quarterly 1040ES slips to send in estimated payments for next year 2019 so you don't owe as much next year.  They are optional to pay.  Look for a single 1040V voucher to pay the tax or you might have set up for the IRS to take it directly from your bank account.
