I do not understand why I was charged $59.99 for Turbo Tax Online 2018 Tax Prep and $39.99 for Online State Prep. I had already paid $50 plus for Turbo Tax CD.

Oh no.  Why did you use the Online web version if you bought the CD?  They are not the same and don't talk to each other.  Did you get the CD installed on your computer?  Then how did you get into the Online version?

Call in for a refund. When you fill out the form use the word BILLING ISSUES instead of the word “refund.” Contact Customer Service 5am - 9pm Pacific time

Did you file your return from the Online version?  Have you paid for the Online version or it wants to charge you?

If you already started in the Online version you can move your return to the Desktop program even without paying for Online.   

First download the .tax2018 file from the Online version,

After you get the program installed the first thing to do before you open your tax return is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW).

Go to Applications and open the TurboTax 2018 program.
