As a J-1 Visa Holder, have you met the Substantial Presence Test?  Are you filing as a US Resident or Non-Resident Alien?

If you are filing as a US Resident, then there is no requirement for health insurance on the federal return.  So for your federal return, there is no penalty.

If you are talking about a state return, which state?  Only some states have insurance mandates.

If you are a non resident alien, then you would need to file a 1040NR which TurboTax does not handle. This means you could not file the state or federal return through TurboTax. You could use Sprintax.com to help you with your filing needs for state and federal.
