I have bad issue 

according to attached information

They want me to call them

but I can't cuz I'm staying my home country

so I'd like to know IRS E-mail address

I want to solve this problem through Email

If someone knows IRS E-mail address

please Let me know what is it

Try using the contact number shown on your notice for persons located outside the US.  It shows that you should call 267-941-1000.
