I click to file my federal taxes by mail and I am just sent in a circle back to file my taxes by mail.

I do not owe any federal or state taxes and I need to fill out a 1040

I just upgraded because turbotax said it would help me with the 1040 but it is not doing anything.... what is the next step

You cannot efile a zero income return  so why do you need to file it ?

I have to put in my foreign income and it said that if I upgrade it would take me through the process of filling everything in, but it doesnt - it just generates the PDF's in zeros. I think I just need my money back!

Ok ... you had to upgrade to get the form 2555 for the foreign income. But if that is your only income then you have to mail in the return.  There is a trick to force the efiling ... you just have to enter $1 of bank interest which changes nothing.
