I chose Plus Benefits for 19.99 and now its says total 39.99. Why?

The 39.99 you are seeing is likely an additional service fee if you chose to pay the 19.99 out of your Federal refund.  That would make the fees actually  59.98.

If you chose that method of paying fees, you can remove it prior to filing and pay upfront with credit/debit card (or a prepaid debit card you can buy in a store) to avoid the 39.99 fee.
