You Can file your federal taxes 1st then come back later and file state whenever this issue is resolved
mine is saying not accepting transmissions at this time, what do i need to do or when are they going to start accepting?
States will not be ready to transmit until 2/28. Uncheck the box for the state return and file your federal return only. Then after 2/28 file your state.
Uncheck the box to not file your state and go ahead and file your federal. States are not ready to accept transmitted returns until 2/28.
I am in NC and I also have been receiving the same error message. I plan on trying to submit just my Federal Return to see if NC is what is holding things up.
I filed on Jan. 24. Federal went thru, state (North Carolina) did not. Was told certain NC forms were "not available". Then, on Feb. 11 and 12, I received e-mails saying:
The wait is over! The tax forms we needed to finish up your taxes are ready to go.
Form NC D-400 Sch S, Supplimental Schedule
Then, when I attempted to complete my NC returns, I got the same message that forms were not yet available!!
Just a few minutes ago I tried again and got this message:Tax Year 2021 transmissions are not available.
My Federal went through just fine. In fact, I received my refund about a week later.
I have several friends who've submitted NC returns with no problems. And I have a simple return with just the standard deduction. I am led to believe Turbotax has a glitch in their software and will not admit it

The NC forms are available for printing, but not for efiling. I'll also provide a link to the NC DOR website below that explains the delay.
Projected availability date that the NC forms will be available for efiling is 2/24/2022, according to the availability tables.
State Forms Availability Table:

You've already done so, but folks can efile the Federal return now (if all their Fed forms are available) and efile the NC state return later. To do that, one would need to temporarily change the filing method for the state return and tell TurboTax that you intend to "mail" the state return. Then when the state forms are available for efiling you can switch the method back to efile.
I also found this on the NC DOR website about the delay:

Unfortunately, that email was misleading. Only the print version of the NC forms are available. Efiling of NC forms is projected to become available on 2/24/2022. See my complete answer I left you following one of your other postings in this thread. I've included there a link to the NC DOR website where you can read about the delay.
Is this a Turbotax thing because I've filed 2 other people's using H&R Block and FreeTax USA and both went through, no problem. Now, they don't appear to have been accepted by NC, but they are transmitted. I can't even transmit mine with Turbo Tax. I have filed my federal. It's only the state that's not going through.
I was getting the error also. It appears it was due to my NC return and the D400 form. I read somewhere you can e-file your return on or after 2/24 if you have this form included with you return. Everything else went through no problem after leaving out the NC return.
My Federal went through with no problems on January 24. I got my refund on February 1. Who knew?
Tax Year 2021 transmissions are not available. Why can I not transmit?
If you are filing state in NC, the state has not released the D-400 form for e-file. Go ahead and file the federal, the NC form should be (according to NCDOR worker) February 28
