I am suddenly being hit with an estimated quarterly tax underpayment penalty. Neither of us are self-employed and have never filed quarterly taxes ever.

There was no notice from TurboTax when filing taxes and no indication from the IRS that quarterly payments were required. Taxes are taken out by an Employer in one case and withheld from a monthly pension payment in another. This makes no sense and hit from out of the blue.
