I am seeing two numbers in box 18, and I see two numbers in box 19. They are for two separate townships in the same state, PA. Do I add them together?

In the software's W-2 form itself???

 

No...you don't add them together.

You enter the first locality and the box 18 & 19 values.

THEN

Below those entries is a selection for "Add another locality"

Click on that and then a new line for boxes 18 & 19, and the second locality shows up for you to enter the second one.

Thus, the software's W-2 form will now have two lines for boxes, 18 & 19, and each separate locality for which tax withholding was done.
