I am recalculating my withholding and need to know if I should adjust for a pay increase. does the 2020 (not 2019) tax year use a tax bracket system like previous years?

Yes you should adjust for a pay increase.

The 2020 tax year will have tax brackets barring an act of Congress.

With the new W-4's it may be worthwhile to explore the IRS Withholding Estimator
