I am claiming the adoption credit on the 2 special needs children that we adopted and finalized 2016. Can I file with efile or will i need to paper file Do i need proof?

Adoption took place in the state of texas. The children were 11 and 13 when the adoption was finalized and are siblings so by Texas law they are special needs. We do receive state subsidy for them.

You can efile your tax return and claim the adoption credit. You do not have to send anything other than the Form 8839 which Turbo Tax prepares and efiles with the rest of your return. You do not have to mail the receipts and other records for expenses, but you do want to assemble them together and keep them in a tax file for at least three years in case the IRS contacts you for verification.
