I am a single filer but for my insurance discount it says I have to pay back $600. I made less than 24,000 so why wouldn't it be $300?

The limitation is not based on your income directly, it is based the percentage that it is above the applicable federal poverty level for your family size.

What is the entry on line 5 of your 8962?

Are you taking the HCTC (Health Coverage Tax Credit) for any month?

Are you self-employed?

Any chance that TurboTax thinks that your filing status was anything other than Single when you entered the 1095-A? $600 is the limit for every filing status except Single.
