I am a non city resident in Detroit I worked in Detroit all of 2024 and paid $711.71 but am only getting $7 back. Does this seem correct?

Yes. You work in Detroit and use their roads, water, etc. You must pay the city tax to help the services you use. The amount of your refund is based on what your employer withheld.
