I am a full time student and a dependent of my parents, I earned under $13,850. I filed a return to get a federal refund but it is saying I owe an underpayment penalty

You owe an underpayment penalty for state? State filing requirements are different than federal. So, if it is telling you that you have an underpayment penalty, then generally you must file the state as well as this means you have a state tax liability.
