Irs intersepted all of my refund return including my first and second stimulus. Is that legal to take everything all my refund every year?
It depends upon the reason they took your stimulus payments.
The IRS has indicated that if you owe past-due child support, they will offset your first stimulus payment for any amounts still owed. Please see the link below for more details.

Second stimulus payment information
If you did not receive either payments and were entitled to them, you will need to file a tax return for 2020 in order to claim the Recovery Rebate Credit. You will be prompted to enter the amount of any stimulus payments you received in the federal review section of the program. Be sure to indicate you did not receive either the first or second stimulus payments to ensure the applicable credit amount is calculated on your tax return.
