Why is it forcing me to say the date is the 16th? It won't let me file as the date being the 15th..

It is asking me to "enter today's date for e-filing your Maine return" and it is forcing me to enter the date as 04/16/2019. I got a response, but it did not seem to be relevant to the question I asked.

Are you referring to making your payment? If that is the case then the debit withdrawal date will be 16th because banks have a cutoff time of 3pm. You need to mark the payment date as the next day, but the tax return will still be filed on time as long as you submit it by the 11:59pm deadline.
