How to file 2022 1040 forms if IRS continues to review 2021 forms?

IRS has not issued 2021 refund yet.  How do I file 2022 taxes without refund amount from 2021?

Your 2021 federal refund would not impact your 2022 tax filing, unless you had your refund applied to 2022's taxes. In that case, you could still file your 2022 tax return but the IRS may not give you credit for the refund if they haven't processed it yet. In that case, they would just send it to you when it does get processed. So you can go ahead and file your 2022 tax return.
