The Form ST-10 used by Virginia is a form that "dealers" are required to provide you, the seller, stating that they are exempt from paying sales tax to you because the product they bought is intended for resale.
Basically, when a product is purchased from a person or company, normally, sales or use tax would be collected and remitted to Virginia. If the product is purchase with the intent to resell it then the purchaser doesn't have to pay sales tax because eventually, when it is resold, the buyer will pay the sales/use tax.
The form also serves as notice that any related packaging, manuals etc they receive belong to the purchaser and you won't be able to get them back.
