Does the Payer have a U.S. EIN? You can use The EIN and then you can enter the correct street address and City for the Payer (or some variation of it) and then your State and Zip.
The IRS only needs the Payer's EIN and the Recipient's SSN for your tax reporting.
delete the addresses and eins. the only things the IRS gets are the payer and the various amounts on lines 1 through 16 and any manual adjustments you enter. additional payer and recipient info is not needed nor is it transmitted when you e-file.
