How to download business state tax on new computer that I already paid for order #TDDWxxxxxxxxxxx

First install the program and  update it. 

Then you can  download it by choosing Download State from the Online menu in TurboTax.

If @Critter's suggestion does not work for you, contact Customer Support; they can put a downloadable install file in your Intuit account.
