How to bypass tax penalty calculation in TurboTax 2019

Does anyone know how to bypass tax penalty calculation in TurboTax 2019? There doesn't seem to be a skip button, and the only way I can see is to claim that you have a waiver. Thanks.

quickzoom to 2210 from 2210 worksheet.   select option C to let IRS compute penalty.

I checked that box in the form, but it still shows a penalty number (row 27) at the bottom of 2210. How do I clear the entire form? Thanks!
