My spouse holding an F1-Visa, so we are qualified for the $5000 deduction (US-China tax treaty). However, we already efile our tax return on TurboTax. Could we mail form 8833 separately to the IRS, or we should mail Form 8833 and all tax documents (1040) prepared with TurboTax?

Since the 8833 will not affect your taxable income, you can mail the form along with copies of your tax documents to the IRS, with a brief statement stating that you forgot to enclosed these in your original tax return.
I would suggest sending this certified mail with a return receipt showing that it was sent because of the importance of this document. Here are the IRS mailing addresses. Choose the option to send without payment.
