How many people can file state returns with Turbotax Desktop

I purchased Turbotax CD from costco. It says 

"5 Federal e-files"

"1 state product via download (Print free or e-file for $19.99 each)"

Does it mean I can file 5 people's state return and each additional costs $19.99?

e.g.,

I use Turbotax for 5 family members. 5 Federal e-files, 1 state printed for mail, 4 states e-file.

The cost will be "cost of CD + $19.99 * 4"?

Yes, the second example is correct. You can e-file up to 5 total family member's returns. The cost you see to e-file for each state is per state. Print and mail is free, with no limit to how many you can print and mail.

you can e-File five persons' tax return with  1 State program,  if they are all residents of the same state.

I guess that's obvious, but there is a state e-File fee each time.

After five returns are e-Filed, you mail in any additional tax returns at the Post Office.

to avoid state e-File fees, you can print and file all the state returns at the Post Office.
