How do I submit everything and finalize the filing process?

I did everything and now instead of finding a finalize button I have an "upgrade to turbotax deluxe" button. Is turbotax not free?

you may have a form that requires upgrading. check this link to see if you qualify for "free"

You have to visit the IRS at https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free

to find truly free filing. Note that some include free state as well; that's important.
Otherwise, If you have to file a state return, and don't want to do that yourself, you will need software that you pay for.

TurboTax dropped out of the program.

They really want to charge you, not do it for free.
