I am the sole heir and executor of my fathers estate. Do I sign his name where the taxpayer signs?

If you are mailing it in, yes. You will sign your name, POA, his name. You can efile a deceased return. The IRS has a quick  How Do I File a Deceased Person interactive assistant. It is very detailed and may give you additional information. You may need to file an estate return as well.
