Yes, you will indicate that she is deceased, but the 2016 may not be her final return. (It depends how much income she had for 2017) You will want to enter your address and contact information so the IRS can contact you if needed.

How do I sign the form?

By indicating "deceased" Turbo Tax will indicate on the return that you are the representative/relative so you will sign as such.
