How do I set up a payment plan for irs?

I was able to set one up for state but not for federal. When I log into irs website, it doesn’t specify that I owe anything. Please help?

Did anybody else provide their bank info for payment and then also be directed to the IRS website afterwards to pay, leading them to pay double what they owed?
