How do I pay my state taxes through turbo tax if they don’t take it out my account?

I’m supposed to be getting my state taxes today but it hasn’t hit my account yet because I owe them money but I have direct deposit and it didn’t take it

That is not making much sense. If you owe state tax due, you are not also getting a refund from the state. It cannot be both. Please provide some details.
