You can't open a 2013 data file without 2013 software, and you can't create a PDF without the 2013 software.

How did you acquire the 2013 software?   If you bought a download from TurboTax, the program installation file should still be in your online account at the link below.  If it's not there, you may have multiple accounts, and we can tell you how to troubleshoot that situation.
