Just to clarify, are you trying to link two TurboTax accounts?

yes they shouldn't be separate.

You can not link two TurboTax accounts together.  Each account is a seperate account and you can only import information within the same account.  If you used 2018 information, AGI, on your 2019 tax return and your 2018 tax return is pending then your 2019 tax return was rejected because your 2018 tax return is pending.
