TurboTax does not "send" out your payment.   If you indicated on your tax return that you want the IRS or your state to do a direct debit from your account to pay your tax due, the IRS or state does that direct debit.  TurboTax is not involved.  

Look at the page of filing instructions that prints out with your tax return to see what you chose as a method of payment for your state tax due, or contact your state to see if they have processed your return.
