The rule is if she CAN be claimed, she must say on her own return that someone else can claim her. That question appears in MY INFO. She can file to seek a refund but must say she can be claimed. If she is a full-time student age 20, it is highly likely that you can claim her as a qualified child. The person who can claim her as a dependent is the one who can use the education credit.
You can claim a child, relative, friend, or fiancé (etc.) as a dependent on your 2023 tax return as long as they meet the following requirements:
Qualifying child
Qualifying relative
