To clarify, do you have healthcare from an employer or no healthcare coverage at all?
Type 1095-a in the Search box, then click the link that says "Jump to 1095-a." That should take you back to the screen that asks whether you received a 1095-A, and you can answer No.
The page only asks about Form 1095-A.
If you have employer-based coverage, you may receive a 1095-C, but an employer will never give you a 1095-A. Only forms 1095-A get entered into TurboTax. If you have a 1095-B or 1095-C, keep it with your federal tax records. There are a few states that require information from your 1095-B or 1095-C but those would be handled on the state return.
The penalty for not having health insurance has been eliminated starting with tax year 2019.
However, California, Massachusetts, Rhode Island, New Jersey and Washington DC still require you to have health insurance or pay a penalty.

Or did you get a rejection code?
The IRS is rejecting returns the return because they believe you or someone on your return had insurance through the marketplace. If you did have insurance through the marketplace in 2022, you may still just be on their list.
The workaround is to enter $1 for the 1095-A. This will not affect anything on your return, but having the form there may get the IRS to accept your return.
To do this take the following steps:
· Click Deductions and Credits
· Scroll down to Medical and Click Show More
· Click Start or Revisit next to the ACA
· As you walk through the questions, you will be asked if you received a 1095-A.
· If you did NOT, click YES anyway.
· Enter 0's for the Marketplace identifier and Policy number.
· Enter $1 for January monthly premium amount and SLCSP
· Walk through to the end and submit your return.
