Are you using a Mac or Windows PC? What type of file are you downloading? What is the file extension? It should be a PDF. And how are you trying to open it? You would need to open the downloaded PDF in Adobe Reader (or another PDF reader,) or it can be opened in a browser.
If you are instead downloading a *.tax2023 data file, that can only be opened with 2023 desktop software.
Another way to see your 2023 AGI if you have an Online IRS account, is to log into the IRS account and look at your 2023 tax return transcript.

ADDENDUM:
I'm not sure what you are needing to do with 2023 MAGI. Next year's IRMAA (for 2026) is based on your 2024 MAGI. The link below is an article with info on IRMAA and the brackets by year. And if you watch that site over the next few months, it will ultimately arrive at a projection for the 2027 IRMAA when enough data points are in.
From the article:
"The income on your 2023 federal tax return (filed in 2024) determines the IRMAA you pay in 2025. The income on your 2024 federal tax return (filed in 2025) determines the IRMAA you pay in 2026."
"Your 2023 MAGI determines your IRMAA in 2025. Your 2024 MAGI determines your IRMAA in 2026. Your 2025 MAGI determines your IRMAA in 2027."
