Ohio lets you e-file, but charges $25 for the service. I would imagine (hope) that other states offer similar benefits. There probably is an office online for each state to check e-filing capabilities. Ohio's online office is: tax.ohio.gov
What state are you trying to e-file for? Is this a individual return (1040)? TT can e-file to Massachusetts, but I know at least some Florida forms can't be e-filed.
I've also run into a problem in the past where I wasn't allowed to e-file because I'd been late paying some estimated taxes for that year. That was for the IRS; maybe some states have similar rules.
California also has online filing (e-file). I guess same as Ohio.
You can mail a state tax return, e-file or drop the return off at the state tax office @taxmeup0819. Some states will also let you file directly on their state tax website.
