How do I enter an amount on Form 1040, Line 71?

I have a tax credit for repayment of railroad retirement benefits that were taxed and then paid back in another year.  I do not have enough deductions to itemize, so the credit is the best choice for me but I can't figure out how or where to access line 71.

How do I enter an amount on Form 1040, Line 71?

It does not go on line 71.

You can only claim a Claim or Right tax credit if the amount repaid was more than $3,000.  A Claim of Right tax credit cannot be entered in step-by-step mode.  You can only do it in forms mode of the CD/download version of TurboTax on the Other Credits and Payments Smart Worksheet on TurboTax's 1040 form.  You'll have to do your own calculation of the credit by calculating the difference between what you paid in the prior year and the amount that you would have paid in the prior year had you not receive the excess benefit in the first place.  After making the entry on the Smart Worksheet, TurboTax will place the credit on Form 1040 line 73d.
