It is hard to imagine why the Virginia interview would be asking for the AGIs of your dependents. I have walked through the instructions for the VA return and don't see anything like what you say you saw.
There are few places that come to mind where TurboTax might care about dependent's AGI. One is on form 1095-A, because to calculate the Premium Tax credit on the 8962, TurboTax needs to know the income for the family as a whole (not just the two spouses). Another place is in the Personal Info section where TurboTax needs to know if the dependent provides more than half of their support (but that's just a Yes/No question - it doesn't ask for an amount).
Can you look at the VA forms and see if you see a place where the form asks for the dependent's AGI? If so, let us know.

I know that I have been asked the dependent AGI question in the past. I pulled out a couple of years worth of returns and did not see where it was actually reported. And, I can't recall in which section I was asked to provide the dependents AGI.
While researching this today I did stumble across this thread, originated in 2019. It seems to answer the question, why is Virginia asking for this information?
Unfortunately it does not tell me how I can go back and amend the information already entered into Turbo Tax, which was none, as I didn't have the information at the time. This appears to be the first instance that I have encountered where Turbo Tax asks a question, but does not allow you, at least easily, to go back and change it?
I'm thinking about pitching my thus far saved Virginia form and starting over. It'll take a little bit of time to recreate it, but not exorbitantly so.

As you have seen, TurboTax uses a dynamic path for showing screens, that it, TurboTax won't show you a screen if it doesn't apply to you.
In this case, I will guess that when you went through the first time that your income was low enough that maybe you might qualify for this credit, so they had to ask about the kids to see what your VA Family AGI was.
If you federal income increased on the next pass, the TurboTax might realize that you could not qualify for the credit, so it was not even going to show you the screen.
So, the only problem is if you think you might qualify for the "The VA Credit for Low Income Individuals" then we should look into this; otherwise, I imagine that you don't need to enter the dependent AGIs, so just keep going...
