I'm currently on https://quickemployerforms.intuit.com/ which is accessible from Tax Home > Your Account > Create W-2's and 1099's inside. I'm wondering how to fill the 1099-NEC properly. What I'm stuck on is the State portion. The form asks for:
State income and taxes withheld:
(6) State
(6) State employer ID
(7) State income
(5) Amount of state taxes withheld (1)
The sub contractors didn't give me a State employer ID number on the W9.
Do I leave this blank? or do I use the same EIN I used for the Federal portion?
I entered the same State income as the Federal and taxes withheld the same as Federal (0).
Is this the correct way to do this?

If YOU as the issuer don't have a state ID number then leave the state section completely blank. You do not have to fill in all the boxes and you do not need to enter zeros at all.
Got it. I don't have a state id number so I will leave the entire State portion blank.
Do I need to fill out n196 for state or will Turbotax take care of that for me as well?
Lastly, since I'm filing the 1099NEC through Turbotax and not efile or the official paperforms, how will the IRS accept the 1099NEC filed through Turbotax?
1099-NEC is only filed with the feds.
And you will either efile them thru the Quick Employer's forms tool OR mail them in on the IRS OFFICIAL RED scannable forms that you either get from the IRS for free or from the office supply store for a fee. You MUST mail in the RED forms even if you fill them in manually ... you cannot just mail in black & white forms that can be printed out by the program.

I was hoping to use Turbotax to file electronically so that I won't have to mail anything in. But it sounds like you're stating that even if I use the Turbotax to file, I still have to mail stuff in?
What exactly will I have to do after I file using Turbotax? A black and white form printed out by the program plus the paper red forms? If so what is the point of the Turbotax system. Wouldn't it be easier to just submit just the paper forms from the beginning?
I dontt have access to the paper forms because I'm overseas right now and dont have enough time to meet the deadline. I can't efile directly through the IRS because EIN takes 2 weeks to process and be able to use to efile but the deadline is in less than 2 weeks.
I was able to file the 1099-NEC electronically through Turbotax. I received the email confirming IRS accepted it too. Is there anything else I have to do? You mentioned something about mailing something to the IRS. I also read somewhere that I may need to file a consolidated form to the irs separately? Thank you.
Your state may have a filing requirement. For instance, 1099's with state tax withheld may need to be reported through Quick Employer Forms or directly with the state department of revenue.
My state allowed me to enter W-2's and 1099's through their own software outside of Intuit.
