how do I clear and start over?

I went to the tax tools section but there is not a clear and start over button

When you clicked on Tax Tools you did not see these links - 

Tools

Print Center

You may have to scroll down a bit to see the links under Tax Tools

Yes. I clicked on the tools and it brought up a list but I wasn’t able to click on any of them including the clear and restart button
