Enter your personal information in TurboTax then it will ask you if anyone else can claim you and if they will be claiming you. If they can't and won't, then choose No.

If you have already passed that section then click on Federal>>>>My Info>>> the Pencil next to your name.

If someone else is claiming you, you will not be able to claim yourself.
