You can't. TurboTax does not support the form, and there is no way to attach it (or any other document not supported by the app) to an e-filed return. You'll have to print out your PA return, attach the required documents (see filing instructions) and mail it. Use a tracking service.

as an alternative, it seems you may be able to prepare your PA income tax return online at the PA dept of revenue website and include the REV -1882
