How do I attach a document to my state taxes?

I have a credit certificate for Virginia state taxes, and I would like to attach it to my taxes so it would make the process of getting that credit easier. I had the same kind of certificate last year, didn't attach it, and it took a lot of back and forth with the state to get it processed.

You can't attach a document to an e-file.  If you have a document that you need to attach, you need to mail your return.
