The email telling you the return was rejected has the rejection code or rejection message in it. No matter what that code is, you cannot e-file now. E-filing is now closed. Your return has to be printed, signed and mailed.
And it was not a 2019 tax return--it was your 2018 tax return. 2019 tax returns will be filed in 2020 when the 2019 tax year is over.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS and/or your state received the return.
