My turbo tax refund was showing as $1628 but the amounte refunded by IRS was $444. I left the states in Nov 2018 ands stayed in PA state only. why the refund is less?
No one here knows the status of your tax refund. No one has access to that information.
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
First, check your e-file status to see if your return was accepted:

Note: If it says “Ready to Mail” or “Printed” that means YOU have to mail it yourself. TurboTax does not mail your tax return for you.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

Did you efile? It may have rejected for the wrong AGI.
You need your 2018 AGI to efile 2019. The AGI is on 2018 1040 line 7.

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.

I spoke with irs they have informed me everything was good on their end & that I should contact you. I have done this three times with no answers. I have always used Turbo Tax & no issues . If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the service charge deducted. The third party processor will deduct the TurboTax fees plus the service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.
