Please try closing out of TurboTax, clear cache and delete cookies.
Then sign back into your TurboTax account. If that does not work, try a different browser, or you may need to try using a different card.
Some have found that for a joint return, use a card that is in the same name as the primary (first) person on the TurboTax account.
Also, try using the address on your TurboTax account if it is different than the address on your credit card.
If you still experience the issue, please call Turbo Tax Customer Service and tell them you have "block payment issues" and the agent should be able to help you.
