How can I file my 2019 tax return

I didn't file dc states tax because all my taxes were taken out by virginia

Software for 2019 is no longer available, nor would it be supported or updated even if you could find it on eBay, etc.  Any refund for a 2019 tax return has been forfeited already and would not be paid.   If you owe tax due for that year, it is still due and you are subject to late filing penalties and interest owed.

Further---your situation is unclear.   District of Columbia and Virginia have a reciprocal agreement.   Where did you live---and where did you work?
