How can I download my 2023 return if it got rejected, I could download my 2022 but not my 2023.

If your 2023 tax return was rejected, it was never filed.  Please see this link to access the 2023 TurboTax Desktop program.  Make sure you log in using the same credentials that were used to prepare your 2023 tax return.  

How do I finish a prior-year return that I started in TurboTax Online?

You will not be able to electronically file your prior year return.  It will need to be mailed in.

(TurboTax Online is only available for preparing 2024 tax returns so you will need to download the prior year software to complete your 2023 tax return.)
