So I want to get the high deductible plan through my job because it’s only going to be from July to Dec while my job looks for a new provider. I don’t want to get an HSA because it’s just a temporary thing until we get the new plans and I go back to a PPO. If I don’t have an HSA will TurboTax still force me to get deluxe even if I have the high deductible plan without the HSA?

Having a high deductible health insurance plan without an HSA will not force you to use TurboTax Deluxe. TurboTax will not even know what kind of insurance you have. It doesn't ask about that, and doesn't need to know.
If you do not have a HSA, you will not be entering anything about health insurance on your tax return, unless you have a 1095A for having marketplace health insurance. Having a high deductible plan will not trigger the use of Deluxe.
