What
you should be seeing is a "captcha"
screen, which helps prevent fraud by asking you to identify pictures before you can proceed.
Please see the following two steps which should
fix the problem. If it does not please see

Try using a different web browser. (For example, if
you're using Google's Chrome browser, try using Internet Explorer or
Safari. This may keep you from having to delete cookies, as explained in
Step 2.)

suggestions didn't help, try going back to your first browser and deleting
