If i only had health care coverage for 2 months through government sponsored program does it still count

Yes - Go to Search (top right), then type the exact phrase 'health insurance' into Ask your question or search TurboTax. Jump to health insurance from the results.  

TurboTax will ask: 'Did you have health insurance coverage?' Answer: I'll pick who had it and which months, select the months you were covered
